Function And Role

Planning, coordinate and implement materialization applications transaction, repeal, post again grading and organisational structure again arrangement at the ministry, department and agency under it.

Planning, study and implement designation need and post filling at the ministry, department and agency under it. Activity including preparation of the report quarterly designation, filling and vacancy.

Planning and coordinate team implementation ‘naziran’ designation and job list at the party headquarters ministry, department and agency under it.

All application for restructuring will be processed within 60 days and submit to Department of Civil Service (JPA), Malaysia for approval;

All approved establishment warrant received from treasury will be submitted to the agencies / department within 3 days

Resolve designation application and filling approval post in fourteen (14) working days from the date of application completely been accepted;

Managing correspondence within five (5) working days from the date it began to be accepted;

Implement ‘naziran’ designation fifthteen (15) times per year;

Function And Role

Manage and oversee the implementation of HRMIS in the Ministry of Information Communication and Culture, especially before implementation activities, during implementation and after the implementation of certain HRMIS module/sub-module

Ensure all data are approved and frequently updated

As a point of reference and provide advisory services to HRMIS user in the Ministry
-
Act as a HRMIS Helpdesk in the Ministry to assist user in dealing with problems related to the implementation of HRMIS

Manage HRMIS training to user and develop expertise in applying HRMIS among user in agency

Being the organizer to “Pasukan Teras”, “Pasukan Jaguh”, “Jawatankuasa Pelaksanaan” and “Jawatankuasa Pemandu” in the Ministry

Manage needed infrastructure preparation for the implementation of HRMIS such as space, wiring, electrical source and network.

Act as a data centre for the Ministry

Prepare implementation of HRMIS status report from time to time.

Monitor and co-ordinate the implementation of Human Resource Management Information System (HRMIS) in Ministry of Information Communication and Culture in accordance with Circular No. 12 of 2005
- Ensure all data and information contained in HRMIS databases are accurate and current
- Ensure all problems related to HRMIS settled in three (3) working days
- Present module/sub-module implementation status report to all members of “Jawatankuasa Pelaksanaan” quarterly
- Present planned HRMIS implementation activities to the members of “Jawatankuasa Pelaksanaan” once in six (6) months
- Organize training for related officers and staffs on the implementation of HRMIS module/sub-module
- Ensure all officers and staffs could reached to HRMIS network through their own terminal

Objective
Implement all the service matters of the officer efficiently and orderly based on the current procedure and regulation such as recruitment, placement, confirmation, pensionable establishment, remuneration and perquisite, post-service and also personnel that being managed from time to time.
Function and Role

Managing the recruitment, placement and resignation of the non common user personnel which is under the General Secretary’s responsibilities based on current regulations and all the related circulars.
-
Coordinating the confirmation of appointment, confirmation of service and emplace on pensionable establishment according to the current procedure and regulation.
-
Managing the remuneration and perquisite according to the current procedure and regulation in the General Order and all the related circulars in order to get an approval from the higher authority.

Managing the placement/replacement of the common-user personnel and part of the non-common user personnel.

Responsible on the post-service matter for the Ministry’s officers.

Coordinate the appointment of contract, temporary or permanent transfer, secondment as well as temporary staff of the Ministry and Its Departments.

Updating the service information of the Ministry’s officer in his/her Service Book as well as in the HRMIS

Preparing the Kew.8 forms for the Ministry’s officers

To complete the recruitment exercise within three (3) months after the advertisement’s due date.

To ensure the process of confirmation and the emplace on pensionable establishment within seven (7) working days (if the documents needed are complete) before forwarding to the higher authority such as SPA for the approval purpose.

To ensure the preparation of Kew.8 forms is ready within three (3) working days after receiving any approval or decision.

To ensure the process of the remuneration or perquisite will complete within seven (7) working days (if meet all the requirements) from the application date.

To ensure the matter of compulsory retirement is being informed to PSD two (2) years before the retirement date, for the optional retirement is six (6) months before the retirement date and derivative pensions is one (1) month after death date.

Function and Role

Coordinating and managing training programme (course, workshop, seminar, talk, briefing) organized by ministry.

Managing course, workshop, seminar, talk, briefing offered by Government Department and Agency as well as Private Sector, local and abroad.

Coordinating and managing service examination as well as preparing examination syllabus for the Ministry and Department.

Conducting Special Examination for the new intake of Social, Arts and Talent scheme.

To act as a secretariat for Mesyuarat Jawatankuasa Induk Pembangunan Tenaga Manusia.

To act as a secretariat for Mesyuarat Panel Subjek Jabatan.

Objective
To enhance members’ of Ministry career development through planning and coordinating performance management and human resources with integrity through application of noble values, human development programmes and disciplinary function. The functions of the branch are planning and coordinate promotion among members, managing and monitoring performance report, salary increment, pay shift, proclamation of estate and to act as a secretariat to the Council Coordination Excellent Service Awards at the Ministry, honorary title awards of federal and state level, management integrity business Ministry and national integrity plan.

Objectives
To enhance the application of psychology in order to ensure the excellence of human capital in public services through several approaches which as follows; development, prevention, rehabilitation and crisis management. This unit is expected to become the centre of reference which is responsible to manage and monitor the lower achievers in the organization. Besides that it also provides guideline on career counselling, application of psychological testing and psychometrics, psychological consultation and counselling. It also create and develop psychological modules in developmental programmes, prevention and rehabilitation that is based on psychological and counselling orientation, and does survey and psychological research.
Function and Role
a) Psychology
-
To assist in organizing developmental of human capital program based on psychology that involves all aspects of development, prevention, rehabilitation and intervention.

To assist and create psychological modules of human capital developmental programmes.
-
To assist operating activities on prevention, research and studies of human capital development.

To give advice and psychological consultation.
-
To assist, develop, administrate and prepare psychological testing.
-
To give psychological input on developmental, prevention and rehabilitation programmes.

To manage and assist lower achievers in the organization.

To maintain, distribute and allocate testing tools and inventory of psychological counselling.

To become the centre of reference and provide information on psychological application.
b) Counselling
-
To perform counselling activities which include all aspects of growth and expansion, intervention, prevention and rehabilitation.

To carry out individual and group counselling session, family counselling, marriage counselling, tele-counselling, e-counselling, consultation and crisis intervention.

To prepare counselling reports.
-
To prepare monitoring and investigation reports as for record, documentation and to improve the standard and quality of services.

To provide consultancy services such as an efficient advice and a competent guidance accordingly based on psychological ethics and values.

To manage counselling cases from one to six sessions in within six (6) months from the submission date of application put forth.

To conduct one (1) to six (6) sessions per month (upon request) with complete application within six (6) months .

Maintaining and preserving the confidentiality of client’s personal information and problems.
-
To assist and provide services to the Ministry and Agencies for consultations according to psychological perspectives based on standards of America Psychological Association (APA).
